When I lived in Moscow it was so cold one winter (-34) that the authorities turned off the non-essential electric to a lot of businesses so homes etc could get the supply. We went to a restaurant and sat in fur coats drinking coffees, the cooking equipment was working but no lights or heating! All candlelight including in the toilets. A cold but lovely day out.
